At least 18 people have died after thousands of migrants attempted to cross from Morocco into the Spanish enclave of Ceuta in one of the deadliest border tragedies in recent years.
Most of the victims are believed to have drowned trying to swim around the Tarajal breakwater, a stretch of coastline that has become one of the most dangerous crossing points between Africa and Europe. The death toll is expected to rise as search teams continue recovering bodies from the sea and several families have reported relatives missing.
The unprecedented surge saw an estimated 20,000 people gather near the border, with many attempting to reach Spanish territory by climbing fences or entering the water. Among them were young people, families and unaccompanied minors, quickly overwhelming local resources.
Ceuta, one of Spain's two autonomous cities on the North African coast, shares a land border with Morocco and has long been a focal point for migrants hoping to reach Europe. As the situation escalated, the Spanish government deployed army personnel to support the Guardia Civil, alongside additional police officers, specialist divers, boats and a helicopter.
The tragedy has revived memories of previous disasters at Spain's southern border. In 2014, 15 migrants drowned at the same Tarajal breakwater during another mass crossing attempt, sparking years of legal and political debate. It also comes four years after the so-called “Melilla massacre”, when at least 23 migrants died during an attempt to enter Spain's other North African enclave, prompting widespread international condemnation.

The latest crisis has also exposed long-standing concerns over Spain's preparedness to deal with large-scale migration. Although the government announced plans in 2021 for a comprehensive security strategy for Ceuta and Melilla, the proposal has yet to be implemented.
President of the Spanish Government Pedro Sánchez is expected to visit Ceuta as authorities continue rescue operations and work with Morocco to contain the situation. Local leaders have warned that reception centres are struggling to cope with the number of arrivals and have called for additional support from Madrid.
The events have also attracted criticism from US President Donald Trump, who accused Spain's government of encouraging irregular migration through its immigration policies. The comments come just weeks after Trump threatened to cut trade ties with Spain during a NATO summit before later softening his position, making this intervention the latest in a string of public attacks on the country.
With rescue teams still searching the coastline and authorities working to identify the victims, fears remain that the final death toll could rise further.
