The Camposol Legal Platform Against Biogas, promoted by the GREEN CAMPOSOL Association, has commissioned multiple reports by a specialist environmental company which may be used in legal proceedings challenging the approval of the proposed biogas plant near the Camposol urbanisation, seeking its relocation to a more suitable site away from residential areas.
Because various technical reports will be required to challenge the location of the proposed Biomethane plant, the Camposol Platform has approached numerous specialist companies to carry out these reports using a criteria based on expertise, experience and value for money. To this end, they have commissioned environmental consultants Método Ambiental based in Cádiz, who have offered a package to conduct a number of the necessary environmental and technical reports.
The Método Ambiental company has previous experience with Biogas plant analysis and the package of reports will be of great benefit both practically and financially, although funding will still be needed for ongoing legal requirements. The Platform would be extremely grateful for donations which can be made through their online Gofundme page or in cash at the Ibex office on Camposol Sector A commercial centre or the Compusurf office on Camposol Sector B commercial centre.A breakdown of the extent of the reports has been provided by the Company:
1. Purpose of the assignment
This outlines the scope, methodology, and financial conditions for preparing a comprehensive technical–environmental report aimed at substantiating the lack of suitability of the planned site for the proposed biogas plant in Mazarrón, near the Camposol urbanisation.
The report is intended for use in:
- Administrative objections,
- Formal appeals and oppositions,
- Use in legal contentious-administrative proceedings if the Association so decides.
2. Technical scope of the study
The proposed document rigorously addresses all elements required to support the environmental, territorial, and sanitary unsuitability of the site.
2.1 Comprehensive review of the EIA and complementary documentation
- Critical analysis of the Environmental Impact Assessment submitted by the developer.
- Review of background, applicable regulations, and previous environmental rulings in the area.
- Study of current planning (Official General Plan of Mazarrón).
- Integration of documentation provided by the Association or third parties.
2.2 Assessment of Predictable Environmental Impacts
Includes:
1. Odours and atmospheric emissions
- Verification of channelled and diffuse emission sources.
- Analysis of compliance with Law 34/2007 and regional regulations.
- Odour modelling using AERMOD (regulatory air dispersion model) with representative meteorological data
- Emissions map and extent of the odour plume over residential areas (Camposol and surroundings).
2. Bio-aerosols, combustion gases and air quality
- Identification of relevant compounds (Nitrogen oxides, Sulphur dioxide, Carbon monoxide, Residual Methane, Ammonia, Hydrogen sulphide).
- Atmospheric dispersion simulation.
- Health risk assessment according to public health guidelines.
3. Noise and vibrations
- Technical-normative analysis of expected sources (cogeneration, compressors, heavy traffic).
- Evaluation based on distances to sensitive receptors.
4. Impacts on fauna and biodiversity
- Review of the fauna inventory in the EIA (Environmental Impact Assessment).
- Identification of deficiencies (lack of full annual cycle, absence of steppe species or spur-thighed tortoise).
- Comparison with the Environmental Impact Statement of the “La Pinilla” PV Plant.
5. Landscape and visual basins (Visibility points)
- Critical review of the developer’s study.
- Preparation of inverse visual basin.
- Evaluation of real visual impact on Camposol and residential receptors.
2.3 Impacts on quality of life and public health
- Specific analysis according to Art. 35 of Law 21/2013 and Murcia’s health regulations.
- Identification of potential risks associated with odours, bio-aerosols, noise, traffic and emissions.
- Evaluation of effects on wellbeing, residential use and environmental comfort.
2.4 Traffic and mobility analysis
- Review of inbound and outbound flows of materials.
- Calculation of real IMD considering hidden traffic.
- Evaluation of road safety impact..
- Evaluation of treatment systems and internal processes.
- Identification of critical undefined elements.
- Impact of insufficient design detail.
- Estimation of transport carbon footprint.
2.5 Hydrological and hydraulic assessment
- Analysis of runoff on a 5.6% slope.
- Use of updated DTM.
- Risks of drag, local flooding and insufficient attenuation measures.
2.6 Review of water balance
- Comparison of declared consumption with real autonomy.
- Risks associated with tanker supply.
- Identification of contradictions.
2.7 Risks associated with digestate
- Analysis of zero discharge and fertilisation.
- Nitrate risks in vulnerable zones.
- Potential pathogen risks.
2.8 Synergies and cumulative impacts
- Evaluation per Annex VI of Law 21/2013.
- Synergies with the “La Pinilla” PV Plant.
2.9 Alternatives study
- Critical review of promoter's alternatives.
- Identification of viable alternative locations.
- Justification of unsuitability of selected site.
2.10 Urban planning compatibility
- Analysis of PGOU Mazarrón (Official General Plan of Mazarrón) .
- Compatibility with land classification.
- Distances to homes and sensitive receptors.
2.11 Methodological and technological deficiencies
- Evaluation of treatment systems and internal processes.
- Identification of critical undefined elements.
- Impact of insufficient design detail.
2.12 Conclusions and technical-legal argumentation
- Synthesis of incompatibilities.
- Legal and technical foundation for opposition.
